The aim is to run a semester program on new methods and ideas in singularity theory. A series of events has been planned (workshop, school, conference, weekly seminar and research in pairs) during which we will amply discuss new methods in singularity theory in connection with more classical developments and problems. Additionally, an art project with artist Sylvie Pic will look at Art and Singularities. The program will focus mainly on non-archimedean geometry, symplectic topology and gauge theories (developments in geometry influencing strongly singularity theory), but also singularities from the Lipschitz geometry viewpoint, one of the most flourishing developments that is taking place currently, which probably will transcend the borders of singularity theory and influence other areas in the future.

There has been significant progress over the last few years in the theory and applications of Reinforcement Learning (RL). While RL theory and applications have had a rich history going back several decades, the major recent successes have occurred due to a successful marriage between deep learning approaches for function approximation embedded within a reinforcement learning framework for decision-making (Deep RL). On one hand, there has been a richer understanding of Stochastic Gradient Descent (SGD) for non-convex optimization, its impact in driving training error to zero in deep neural networks, and on the generalization ability of such networks for inference. On the other hand, there has been an explosion of research on iterative learning algorithms with strong statistical guarantees in the settings of reinforcement learning, stochastic approximation and multi-armed bandits.

D-modules, Group Actions, and Frobenius: Computing on Singularities

The adoption of D-module techniques has transformed the interface between commutative algebra and algebraic geometry over the last two decades. The discovery of interactions and parallels with the Frobenius morphism has been an impetus for many new results, include new invariants attached to singularities but also D- and F-module based algorithms for computing quantities that used to be unattainable. Our goal for this workshop is to discuss computational aspects and new challenges in singularity theory, focusing on special varieties that arise from group actions, canonical maps, or universal constructions. By bringing together geometers, algebraists, and invariant theorists, we will address problems from multiple perspectives. These will include comparisons of composition chains for D- and F-modules, the impact of group actions on singularity invariants, and the structure of differential operators on singularities in varying characteristics.

Mathematical and Computational Challenges in the Era of Gravitational Wave Astronomy

The field of Relativistic Astrophysics has witnessed a major revolution with the historical Nobel-Prize-winning observation of Gravitational Waves (GWs) from a binary black hole merger and the first GW observation of the merger of two neutron stars. The latter was followed by electromagnetic detections from the ground and space, triggering an unprecedented multi-instrument observational campaign. These detections have led to the beginning of GW astronomy and the era of multi-messenger astrophysics. Processing and interpreting the anticipated huge number of forthcoming GW detections will pose a significant challenge and will require close interaction between mathematical modelers, waveform developers, numerical relativists, data analysts, and theoretical and observational astrophysicists. The aim of this program is to connect efforts of the mathematical and physical sciences communities to address new challenges on the understanding of multi-messenger astronomy.

In recent years, the availability of huge amounts of data across virtually all fields has ushered in an entirely new way of thinking about and using data. The scientific method --- and classical statistics --- involves formulating a hypothesis, and then testing that (pre-specified) hypothesis on some data. However, as datasets have continued to grow in size, the goal of data generation has increasingly moved away from using data to test a pre-specified hypothesis. Instead, people use data to generate new hypotheses and then test those hypotheses on the same data. Unfortunately, classical statistical methods do not apply when the same data are used for hypothesis generation and hypothesis testing. In this talk, I'll show what can go wrong when people engage in this sort of "double-dipping". I will also present some solutions, using the new statistical framework of selective inference.

Held every other year, the conference and prize honor David Blackwell, the first African-American member of the National Academy of Science, and Richard Tapia, winner of the National Medal of Science in 2010, two seminal figures who inspired a generation of African-American, Native American, and Latino/Latina students to pursue careers in mathematics. The Blackwell-Tapia Prize recognizes a mathematician who has contributed significantly to research in his or her area of expertise, and who has served as a role model for mathematical scientists and students from underrepresented minority groups or has contributed in other significant ways to addressing the problem of under-representation of minorities in math. The conference will include scientific talks, poster presentations, panel discussions, ample opportunities for networking, and the awarding of the Blackwell-Tapia Prize. Participants are invited from all career stages and will represent institutions of all sizes across the country.

The Masamu Program has developed a unique multidisciplinary US-Africa Collaborative Research Network (CRN) consisting of US and African researchers in several areas of mathematical sciences. Members of this network work together with additional collaborators from Canada and Europe. A key component of the Masamu Program is the Masamu Advanced Study Institute (MASI) and Workshop Series in mathematical sciences, held annually in November to provide a platform for the CRN where members meet with early career faculty, postdoctoral researchers, and students to work on research problems and plan for subsequent research activities for the following year. Research groups for the program include Algebra and Geometry; Analysis; Graph Theory; Mathematical Biology; Climate Change and Impacts; Mathematics of Finance and Statistics; and Biostatistics and Data Science. The next MASI Institute and CRN meeting will be held virtually from November 19 - November 28, 2021.

Detection of gravitational waves requires the operation of very sophisticated detectors producing large amounts of data. The sensitivity of the gravitational-wave detectors to astrophysical signals is limited by the noise associated with the instruments themselves and their environment. Invaluable astrophysical information is buried in data sets that may be too large or complex to be analyzed with traditional data-processing techniques.
